Rafael Pizani

Lawyer, graduated from the Los Andes University (Mérida, Venezuela). Doctor in political sciences, rector of the Central University of Venezuela, member of the National Congress, magistrate, Minister of Education and reformer of the Venezuelan higher education. In 1936 appointed by the foreign minister Esteban Gil Borges as secretary of the legation that is sent to Belgium. During that time, he studied at the Free University of Brussels. 1938 he returned to Venezuela to take care of the Legal Department of the Ministry for Development. In 1939 he was appointed interim professor at the Law Faculty of the Central University of Venezuela. In 1940 he participated in the competition for the General Law Principles Chair; teaching became the passion of his life. He remained at the Ministry for Development until 1941. He worked with the commission that prepared the reform project of the hydrocarbon law in 1943. From 1939 to 1943 he stood out as a university professor and technical consultant. On September 4th, 1943, the minister Vegas appointed him as Rector of the Central University of Venezuela. Given his attitude at the university and as a citizen, he was sent into exile on December 25th, 1951. During his exile, he lived in Colombia, Peru, Ecuador, Chile, Argentina and Uruguay. While in exile, his work as a teacher and at the university in general was nevertheless recognized when the law graduate class of 1954 at the Central University of Venezuela chose his name to identify their graduation. After the fall of the Marcos Pérez Jiménez dictatorship on January 23rd, 1958, the governing body appointed Pizani as minister of education (May 28th, 1958). He was the founding president of the Judiciary Council from 1969 to 1971. From 1974 to 1977 he was president of the National Education Council. From 1975 to 1978 he was the Director of the Institute for Private Law and from 1978 to 1981 he was member of the Council of the Legal and Political Science Faculty of the Central University of Venezuela.

Professor for Introduction to Law and for doctorate courses in industrial property. From January 1995 to March 1997 he held the postgraduate course on Copyright. The specialization “Industrial Property” holds his name at the Los Andes University (Merida).
